Professor Santosh Kumar Misra is an Adjunct Professor in the Decision Science & Information Systems Area at IIM Nagpur. He is an expert on public policy and governance. He has a deep technological background and over 25 years of work experience. He is recognized as a global innovation and technology thought leader. He has an impressive track record of conceiving, architecting, and delivering e-Governance solutions at scale using Data analytics, Artificial Intelligence (AI), and Blockchain. He has authored India’s first Safe and Ethical AI policy and co-authored India’s first Blockchain Policy for Tamil Nadu.
Prof. Misra has served as a member of the Indian Administrative Service (IAS) in key assignments in the Government and has made significant contributions to public policy and governance. In the IAS, he has served in various capacities, such as District Collector, HoD and Secretary to the Government. He has worked in the sectors of digital governance, transport, information, skill development, vocational education, health, agriculture, urban development, education, infrastructure, and tourism. He has successfully led several PSUs as the Managing Director and has been on the Board of Directors of many PSUs. Before joining the IAS, he worked with the AT&T Bell Labs in the USA in the Wireless and Mobile Communication division.
Prof. Misra has an MS from the University of Minnesota, USA, and a B.Tech. from IIT Kanpur with a specialization in Digital Signal Processing and Communication Technology. He has received certifications in the areas of Public Policy, Governance, Policy Design, Welfare Economics, and Urban Planning from Stanford, Harvard, Duke and Science Po Universities and has a rich experience of conceptualizing, formulating, and implementing policies and regulatory frameworks for Governments.
Prof. Misra has published a number of research articles in the areas of Blockchain, Artificial Intelligence (AI), and Public policy. He enjoys teaching and has taught Blockchain and Digital Governance courses at IIM Trichy and IIM Visakhapatnam. He is frequently invited by LBSNAA, Central Board of Direct Taxes, Indian Railways, Department of Posts, and many State Governments for capacity building of their civil servants. He is a regular speaker on AI and Blockchain on global forums, such as Global Development Network, Global Blockchain Business Council, International Association of Trusted Blockchain Application, and on many EU and WEF forums. He is a holder of 3 patents on VLSI design granted by the US Patent and trademark office. He is an avid trekker and a photographer and has published a coffee table book “Spirit of Kumbh” based on his photographs of the Maha-Kumbh – the world’s largest religious gathering which happens once in 12 years.
